ImageMagick This is a great tool for scripting changes to large numbers of images at once. It's all command line driven (depending on the version you use). The Gimp for Windows The Gimp is the pre-emininent open source graphics. It has it's roots in Linux, but there is a Windows port. I've used it quite extensively, the interface is a little quirky (for a Windows user) and it does crash from time to time (in the Windows version), but overall for a price of $0 it's a great value.
