The Gimp for Windows
Description: The Gimp is the pre-emininent open source graphics. It has it's roots in Linux, but there is a Windows port. I've used it quite extensively, the interface is a little quirky (for a Windows user) and it does crash from time to time (in the Windows version), but overall for a price of $0 it's a great value.
